setup room prior to 1:1 chat (question) #6

Couple questions:

Is it possible to setup room for 2 users to connect for one to one (1:1) chat? That way both users have a link to the room prior (Currently it seems the room is created by the user)
Is peer js suitable for production app for 1:1 audio only chats? (or would using something like agora and Twilio be better)
