Include the tips window in ScratchX #79

There are two reasons why the tips window on the right side of Scratch is necessary in ScratchX:

  1. The ? tool in the menu bar doesn't work in ScratchX currently.
  2. When an extension has red status indicating that you don't have the necessary plugin, the same message is used as on Scratch telling you to look at the tips window.*

The tips window in Scratch has 3 tabs: Step-by-Step, How To, and Blocks. These aren't all necessary in ScratchX, so maybe just the contents of the Blocks tab would be in the ScratchX tips window (but of course with no tabs because there's only 1 view).

*Also it would be helpful to make it be able to tell if the extension is official or experimental, and only pop up the tips window and tell you to look at it if it's an official extension, because if it's an experimental extension there's nothing in the tips window for you to see.
