Integration of discourse and zulip

While developers spend their time on zulip, we would still like them to be available for questions on discourse.

We've (@adamgayoso and myself) have added the chat integration for discourse to do this. This allows us to send messages to zulip when topics are created on discourse.

What we need to figure out is which posts need to be sent where?

Some ideas:

• Direct package questions to package channels
  • Either by tagging package maintainers on zulip, or having streams in package channels
• Have a help channel on zulip where "help" posts go
