Update dependencies versions and use scylla driver with tablets support

"scylla-rust-driver" started supporting new "tablets" Scylla feature
starting with the "v0.13.0" version.

So, start using it to be able to test latest scylla versions
more efficiently.

Then, update all other dependencies versions to be more recent ones.

Also, bump version of the latte itself.
