include devops tooling on amis

👋🏻 hey there
as part of the scylla cloud bootstrap we're currently installing a series of packages that are leveraged by our devops and sre teams

this not only takes additional time during the process, but it also introduces another layer of potential compatibility issues that have to be handled on our side, like the netcat package having two installation candidates on ubuntu 24.04, so our install script has to introduce conditional logic based on the base image

based on that, we're requesting the addition of the following tools to the scylla amis

netcat
nload
htop
sysstat
curl
wget
traceroute
dnsutils
tmux
net-tools
