Replace basic auth for JWT with RSA for Rudder

The current implementation requires the user and password of the target rudder proxy. This has to be replaced by an asymmetric authentication method, so the tech. provider needs only a certificate that they import into rudder while the provisioning service knows the private key. Rudder already supports JWT but not RSA, this has also to be implemented.
