one vote to post meme, but remove creator vote

Today, meme creators can vote on their memes, so it has become impracticable to post memes with only one vote because the creator could approve them.

If we opt to approve with only one vote, we need to filter the count of the meme creator.

Why?
What problem does this feature solve?

If our server has people that can post bullshit, the problem isn't the bot, and limiting your own votes is not the root issue.

We never know people's hearts. Sometimes good people also make mistakes. We should do both—filter people who enter the community and create mechanisms to prevent harmful posts.
