M2S ImaVerifyAndSign takes more than 5 min

Preconditions
IMA: 1.3.0-stable.0
Skaled: 3.14.9-stable.5

Step to reproduce
Send M2S transfer
Observe logs

Actual result
ImaVerifyAndSign takes more than 5 min.(~7 min)
In this case ima agent can't verify any ima message.
Same behavior was on testnet.(at least 80-90 seconds)
Problem can be related to:

• network performance
• amount schains for monitoring
• timeout for unreachable endpoints

Logs available in elastic. Can add if needed.

In this task we increase IMA frame to 30 min as temporary solution.
