Turn on dry-run

IMA Agent does not using result of dry run calls due to unpredictable behavior of smart contract calls. Dry run calls may fail and revert while exactly same payed calls work OK. We need to make these calls working maximal equal and enable dry-run everywhere by default, or, at least, in message loop. Dry run will prevent unnecessary ETH spending on reverts.
