In the context of dini-ag-kim/hochschulfaechersystematik#43 I noticed that the Shacl validation won't complain, when relative URIs are used for scheme and concepts and no @base URI is declared. If this can be validated with Shacl, we should make this a violation in the skohub.shacl.ttl.
