The error is on this line:
lottery=Lottery.deploy(config["networks"][network.show_active()]["eth_usd_price_feed"]
Check your brownie-config.yaml and see if you have the eth_usd_price_feed for the network you are trying to deploy to.

You must add 0x add the beggining of the eth address otherwise python is not going to recognize it.

Please share the entire deploy script, and also the contract code.. The error is pointing to the constructor which I'm almost sure is due to a typo or bad syntax but I'll need to check your code in order to corroborate.

After looking into for code I know what the actual problem is.
On your brownie config you have the eth_usd_price_feed without quotes you must add them '' please check the code and compare with yours:

Seems you have an extra/non well described import on your python file, something like this:

and on your env file, remember to name it .env also on windows the export statement is not necessary.

Rename the contract to LinkToken.sol and also be sure this is the same name as on the contract... If you import Link_Token and the contract name (in the code) is LInkToken, you will not be able to import it.

this happens type to time with brownie not being able to select the correct version I strongly suggest to delete the .brownie file on your home path, on your case C:\Users\dell.... this is a hidden folder to don't forget to show the hidden files on windows explorer.
