Is this a BUG REPORT or FEATURE REQUEST?:

/kind bug

What happened:
Vmware NGC code by default tries to connect identity server to fetch project id and token. for noauth environment this operation is failing as there is no identity service running
What you expected to happen:
Plugin should swith the login logic based on auth enabledor not
How to reproduce it (as minimally and precisely as possible):
add opensds with noauth using NGC plugin .
