[CSI] Diskformat parameter support in storageclass

What happened:
Kubernetes storage class supports three kind of diskformats
thin, zeroedthick and eagerzeroedthick. Default: "thin"

currently CSI block/file plugins do not read/consider this user input

What you expected to happen:
CSI should have processing logic for diskformat parameter for storage class
Also passing this parameter to hotpot layer should be analysed
