on 202405 ntpstat returns synchronised to unspecified at stratum 5 message
NOTE: it might be related to migration from NTP on 202311 to NTPsec on 202405
Not reproduced on public 202311
Reproduced on 202405

Steps to reproduce the issue:

1. run ntpstat

Reproduced on 202405.709875-2bf3d24eb

admin@sonic:~$ ntpstat
synchronised to unspecified at stratum 5
   time correct to within 21 ms
   polling server every 128 s

Describe the results you expected:

Not reproduced on 202311.708275-fcdfd76c3

admin@sonic:~$ ntpstat
synchronised to NTP server (10.211.0.124) at stratum 5
   time correct to within 8 ms
   polling server every 64 s
