Most important changes:

  1. Add Python 3.13 for clingo
  2. Make macOS use GitHub Action runners
  3. Use MACOSX_DEPLOYMENT_TARGET to get darwin-highsierra-x86_64 and darwin-bigsur-aarch64.
  4. Deal with external libc
  5. Deal with CPython < 3.11 x64 failing on m1 runners? actions/setup-python#960
