Upon clicking on workbench, an Import Attachment button should appear along side Import File.
The button should take you to an Import Attachments page similar to how Import File takes you to a csv upload page.
After uploading, it should create SpdatasetsAttachments linked to a new dataset, and redirect you to the new dataset in workbench.
