Bug: Rhino Connector doesn't update layers - requires restart

When using the "Layers" selection in Rhino Connector, it doesn't refresh when layers change.

How to replicate:
Open the Rhino connector.
Choose "Layers" under selection. The current list of layers is shown.
Add a new layer in Rhino.
The list is now stale.

Note: closing and opening the panel will not refresh the layers. A full Rhino restart is required to get the new layer to be listed.

If layer add events can't be automatically detected, add a refresh button.

Hey @gouldingken, we're most likely to fix this in the next gen version (this repo). We have yet to add the layer filter for it there. Would this be acceptable?
