Separate Repo for sBTC Security

Do we need a separate repo for tracking critical Security & Risk issues pertaining to sBTC including a Template and a Process? It can also before all dev things that are not part of the great bounties private effort affecting production.

This is to help tracking forward metrics of bugs before going into production. The idea is to do more Shift Left to push more of these discussions to be as early as possible.
