Getting started, what does {...} in CSF example mean?

In this part of the docs, it says that the second example is "more portable since the code doesn't depend on the actions addon specifically" which makes me thing the contents of args is not in fact the same as the prior example, because it would no longer have onClick: action('clicked'). But I don't know because the example is well, not clear. IMO, a really bad idea to use {...} because it leaves out important information. So what should be in {...} in this example?
