What steps will reproduce the problem?
1. try to install on an Android device without Google's proprietary apps
2. it fails during install


What version of the product are you using? On what operating system?
2010080400

Please provide any additional information below.

Google's proprietary apps (GMail, Google Maps, Market, etc) are not part of the 
Android OS and are only available on devices which license Google's apps.
