When I Try to Import The zip into blender... it say it imported into blender even Though it didn't...

Sugiany is no longer developing mmd_tools. You should try the powroupi fork of mmd_tools, which is now many stages of development ahead of the original sugiany version. If you need help, you can ask for help here:
