Moving 3rd party plugins to the official plugin repository

If the maintenance of your SWC Wasm plugin primarily involves updating swc_core, you can consider moving it to this repository. I'll update swc_core each time I publish a new major version of swc_core.

And, I'll publish them under @swc-contrib npm namespace
