Improve binary static library auditing functionality for Darwin and Windows based platforms

Description

SE-0482 describes an auditing tool to validate binary static library artifacts. The current implementation doesn't support Darwin and Windows particularly well as it doesn't have access to the symbols for libc very easily on those platforms.
