Carton cannot find swiftenv installation with custom SWIFTENV_ROOT #233

I have SwiftWasm installed with swiftenv, but carton is unable to locate it. It seems like carton is always checking in ~/.swiftenv, but this is not my SWIFTENV_ROOT. carton should instead read the SWIFTENV_ROOT environment variable and check there for the swiftenv installation.
