kratix init from terraform vars file

Context

kratix init from a terraform variables file. Output of the command will be a promise with api and resource configure workflow image that can parse all input from the promise API back into a terraform vars file.

We decided descope this issue and not to include generating dependencies or running actual terraform apply in resource configure as part of this story. Please verify with PM about the assumption when picking this up.
