As a member, I want to be able to delete a proposal I created before voting is over so that I can either cancel my proposal, or create a new one that is better worded.

Acceptance Criteria

  • a member can only delete their own proposals before voting is complete
  • since this is on chain, this is better than editing because anyone who voted before edits may have voted on something different
