Use tardis conf.py in docs, compare loose files in docs to tardis #248

Our docs is out of date, but we can use tardis docs workflows to get these updates and sync up with tardis.

Lots of files in the docs folder have a last changed date of two years ago. We can check these and see what needs to be copied over from tardis.
