Summary

When I pass -c on tflint running on a bash shell in windows I get

tflint -c "/cygdrive/d/workspace/demo/.tflint.hcl" --recursive
Failed to parse CLI options; expected argument for flag `/c, /config', but got option `/cygdrive/d/workspace/demo/.tflint.hcl'

It's been forever since I used Windows, but it seems like /... still gets interpreted as an option. On Windows only, since that's the default shell flag syntax. Under the hood, this is what determines what's an option:

I think the --flag=value syntax should probably work though.
