Very randomly stopped working. Doesn't see any of the <prefix>-I, U, alt-U commands. No custom configs. Deleted and tried to reinstalled everything from scratch, still no luck. Going to even drop my config here. Cloned newest version on tpm as well. Config is in standard place as well. Tried several terminals like WezTerm, Alacritty, iTerm2, and even native one. Same. Thanks!

I experienced a similar issue on version 3.3a (installed via linuxbrew). It was "resolved" by downgrading to 3.0a. Note that I didn't try the interim versions, as 3.0a was the next lowest version available on one of my installed package managers (apt).
Edit:

For me, I was able to get things working correctly by running ~/.tmux/plugins/tpm/tpm in a shell. I haven't tried restarting since then so nono sure if it's a long-term fix.
