This github is the contents of dogecoinmultisig.org/multisigmain/. It is self contained and can be copied as a complete directory to any location and should be run able from that directory.

It is written in Javascript. The computations for creating new Dogecoin Address and Multisig Addresses can be used offline on the site. Withdraw Transactions can be created online, signed offline, and then be Broadcast online.
