Release tagging criteria

Is there a certain criteria we should meet to tag v0.0.1 or future tags? There's plenty to do before it's even close to 1.0, but it'd be nice to be able to set the package dependency against a version string in language-swift grammar.

IIRC, other languages’ parsers have been versioned to match the tree-sitter version primarily:
