Static Price when Real Data not available

Add ability to set a static price when you using an entity for "Use an entity tracking the total costs." Static price to be used when actual costs are not available via the tracking entity. Display costs using the static price as "estimated" with some designator such as "(e)" or "est" or and "*".

For example, if I have ConEd set up and using the "costs" entity from ConEd integration, but it only provides actual costs on a monthly basis, it will use the static price set for daily.
