Upgrade UDS to Cumulus v18.3.3

Upgrade Cumulus from v18.0.0 to v18.3.3.

Cumulus v18.3.3 has fix for cleanExecutions lambda that may fix #291

Ended up upgrading to 18.5.1

I guess this is done after deploying it in dev / test.
