[New Feature]: Add endpoint to delete collection

During testing, user creates many collections. User wants to delete unused collections. A collection can only be deleted if there are no granules associated with it.

Deployed to dev, but ran into an error deleting collections from cumulus. Cumulus won't allow deleting collections that still have executions.
