Add checks for required U-DS catalog metadata when generating STAC information #45

Description
Add checks for metadata required by U-DS (start/stop) times, collection? etc so that failures happen fast and can be determined in the jupyter environment, and not wait until we get to the processing system to find errors in the catalog task.
