[New Feature] Remove the SPS ALBs for Airflow and OGC API

Since we decided to leverage the Cognito authentication setup by CS in the shared venue proxy, we want to close the loop-hole that allowed authentication directly with the SPS ALBs (Airflow and OGC) within the JPL network.
Please comment out all support for JPL-only ALBs, and mark the comments with something specific such as:

Note: re-enable this to allow access via the JPL network

This way it will be easier to re-instate if we have to.
