[Documentation]: Revise and update the OGC API Jupyter Notebook

please do the following:

• revise the JN and make sure it works with the latest SPS code base
• add comments in the JN to describe each step
• create a GitBook page (in the SPS > Developer section) that has a couple of statements about that notebook, and includes a URL reference to it
