[New Feature]: Modularize the ASIPS workflows

We should convert the ASIPS workflows to the modularized CWL DAG. We could either target the current SBG end-to-end workflow that is running as part of the integration tests:

or (better) convert the new workflows that the ASIPS team is currently running on their venue.
