Github Action / Script to setup environment

We would like a Github Action configuration to build this artifact for each OS

Ideally we'd use something like Release Please for this, but the tooling is up to you. As long as it is easy to push a button and get builds out, we'll be happy.

This should also include the ability to publish a new "production" build that would create signed executables for Mac and Windows. I can get the credentials set for these and provide documentation about the call that need to be made.
