Why is this issue important?

Users may want to sort by role to see admins/staff users grouped together.

Current State

When user visits Users view, the table does not sort when the Role heading is clicked.

Steps to reproduce

  1. Navigate to the Users view
  2. Click on the Role heading

Expected State

When the user clicks Role heading, the table should sort by role.
