Periodical action gets rescheduled with a new next execution time every second when using jitter

It causes appearing of "next execution time" log records for every second, each time with a different next execution timestamp.
I think it would be less unexpected behaviour if next execution time was determined once per iteration of periodic action, it would also solve the problem with too many log records from scheduler.
