The necessary files should download automatically after running start_http.bat.
Try to decompress the software into a new empty folder. Ensure that this folder is not in the Downloads or desktop folders, try to place it in the root of a drive. Then run again start_http.bat. It should start downloading the necessary files, be patient and don't cancel the download or you will need to delete and decompress the software again to start all over.
