[css-flexbox-1] Merge section 9.2 with 9.3 #11885

The title "9.2. Line Length Determination" is misleading because the section doesn’t discuss "lines" Instead, it covers:

Available space
Flex base size & hypothetical main size of items
Container main size

The actual discussion of "lines" happens in "9.3. Main Size Determination".

I suggest merging 9.2 with 9.3 under "Main Size Determination", keeping all steps (1-6) together for better clarity and flow.
