Review backlog issues for IMSC

Some issues were deferred to the backlog for IMSC 1.1 - we should consider the status of the requirements embodied by those issues, and assess whether or not we want to address them in 2019.

Specifically:

• WCAG 2.1 instead of WCAG 2.0? imsc#465 WCAG 2.1 instead of WCAG 2.0?
• Clarify that the constraint on #extent-region does not require region elements to exist imsc#469 Clarify that the constraint on #extent-region does not require region elements to exist

The Timed Text Working Group just discussed Review backlog issues for IMSC tt-reqs#14, and agreed to the following:

• RESOLUTION: Proceed with this requirement in IMSC 1.1 2nd Ed.
