We should consider adding:

As well as sections marked as non-normative, all authoring guidelines, diagrams, examples, and notes in this specification are non-normative. Everything else in this specification is normative.
]]

ensuring that all of the Notes in the document are actually non-normative when doing so.

There are 196 "notes" in the specification some are webauthn specification and some are properly formed NOTES and others are notes within the text, my assumption is that when there is a NOTE it should be a properly formed NOTE. These need to be corrected. I could not find any W3C proper definition of what a NOTE consists of, I suggest that we go with ISO/IEC: According to the ISO/IEC Directives, Part 2, informative elements in a specification are used for providing additional information intended to assist the understanding or use of the document. They do not contain any requirements, recommendations, or permissions 1.
