[Web] User-Id search is case sensitive after log in #389

When I log in with my CamelCase username I get asked to type in my backup code. After this I am redirected to my inbox. So far so good.
When I log in with my username in lower case, I get the question to create/import a keypair. It seems like the routines do the user-id search case sensitive?
