Fresh install, no marketing blocks v4.5

The problem is that with a fresh install of Moodle 4.5 / Moove 4.5 the slider, marketing blocks, site numbers and faq don't show. The footer does show.

1. Downloaded zip file and copied contents into moodle/theme/moove folder
2. Selected Moove as active theme
3. Site home page content to none in admin > front page settings
4. Show marketing front page blocks = yes
5. Tried clearing caches, change theme and change back, server on/off, etc.
6. Also tried ensuring that all text, image fields have a value.
