We designed the tap to ingest and record all change on the source system,
regardless of whether the changes were 'netted out' between tap runs.
It sounds like a good option for a new config setting if you would like to
code up a PR

I have a table that is showing over 5m changes with a count on fn_cdc_get_all_changes as opposed to 75k changes on fn_cdc_get_net_changes.
I'm curious to know if there is anything blocking this that I might be missing.
