Reports of errors with version 1.3.15

There have been some reports of runtime errors with v1.3.15:

xmlsec.Error: (100, 'lxml & xmlsec libxml2 library version mismatch')

Currently if running on Python 3.12 and earlier, we recommend staying with v1.3.14.

We are experiencing the same error with python 3.10.

Same on Python 3.11 in our CI pipeline, pinning to 1.3.14 appears to resolve it. Probably this is a duplicate of #344 though
