can not set 'overwrite' to a valid value by interactive mode, ./env file or envieroment variable

if we run:

meltano config target-bigquery set overwrite true

it will show:

if we run

export TARGET_BIGQUERY_OVERWRITE=true

or
in the .env file we put TARGET_BIGQUERY_OVERWRITE=true
will show:

the string value 'true' of overwrite will cause a error

the only way I found to set it right is in the meltano.yml file: overwrite: true

not sure if I did it iwrong, or is there some other way to set it programmly?
